NOAA is a federal agency that conducts research and gathers data about the global oceans, atmosphere and space. NOAA manages a portfolio of more than 800 buildings nationwide, including offices, labs, weather forecast stations, and data centers. In addition to its buildings, NOAA also manages a range of other structures such as piers, bridges and towers, as well as significant parcels of land.
CHALLENGE
In order to comply with requirements for federal real property management, NOAA needed a quick and efficient method for gathering current information about the condition of its buildings and structures nationwide. NOAA wanted a solution that would automate the estimation of facility requirement costs, provide tools to assist in validating and prioritizing requirements, and allow the organization to make facility data available to multiple NOAA administrators for analysis and planning.
SOLUTION
VFA worked with NOAA to implement a software application, integrated with VFA.facility, which could be used by NOAA field personnel around the country, including oceanographers and scientists, to gather facilities-related information. The software guided staff with little knowledge of facility assessment methodology or engineering to collect information about their real estate assets. In the initial audit, 240 NOAA staff collected information about 380 properties in 60 days.
RESULTS
NOAA now has a central and comprehensive online database of information about the conditions and requirements of its real estate assets, as well as associated costs. VFA.facility quantifies the Deferred Maintenance Liability for the agency’s asset portfolio including all major repairs, capital projects or replacements. NOAA staff can assign priorities to various requirements, and personnel around the country can readily access information about assets for capital planning, budgeting and reporting.
