VFA's State and Local Government Customers Discuss Facilities Assessment and Capital Planning Best Practices

State of Missouri, County of Milwaukee and City of Houston among others joining industry experts to share successful implementation and management strategies

Boston, MA - October 17, 2005 - VFA®, Inc., the leading provider of software and services for facilities management and capital planning, today announced that top capital planners from state and local governments across the country came together recently to participate in the Company's inaugural Multi-Government Capital Planning Conference in Boston. The late September conference provided a forum for state and local government leaders to discuss the strategies for managing dynamic facilities condition information and the long-term capital planning process.

In his introductory address, David Raffin, VFA Business Director for State and Local Government, highlighted the impact that facilities assessment management can have on capital planning. State of Missouri, City of Houston, Commonwealth of Virginia and County of Milwaukee were a few of the state and local government organizations represented at the conference. Topics discussed during the forum included strategies for keeping capital asset data up to date, methods for understanding the impact of completed renewal projects on the capital plan, and processes for developing defensible budgets for facility maintenance and capital projects.

"The VFA Multi-Government Capital Planning Conference will be an annual forum to allow those in state government tasked with facility management and capital planning to share common challenges and best practice solutions," said Raffin. "We are particularly encouraged by the way in which VFA's rapidly expanding customer base has really taken ownership of the event as a means of exchanging ideas and sharing information. We look forward to next year's session."

Conference presentations focused on such topics as establishing a process for multi-agency capital budgeting, cost management strategies, and how to measure and document the return on capital investment. While each state represented was at a different point in the lifecycle of their capital planning process, the States expressed a common interest in such issues as methods for maintaining accurate facilities information, getting buy-in from a myriad of State agencies, and bridging the funding gap to effectively address facility deficiencies.

VFA's unique, Web-based Capital Planning and Management Solutions (CPMS™) enable organizations to collect reliable, accurate and current facility condition information in a centralized database.
