VIRGINIA DEPARTMENT OF CORRECTIONS ENLISTS VFA SOFTWARE AND SERVICES TO DRIVE CAPITAL IMPROVEMENT PLAN

VFA Expands Reach within Correctional Facilities Marketplace

Boston, MA – December 2, 2003 – VFA, Inc. today announced that the Virginia Department of Corrections (VADOC) is utilizing the Company’s software and condition assessment services to gather and manage facility information at five VADOC facilities including, the Virginia Correctional Center for Women, James River Correctional Center, Powhatan Correctional Center, Southampton Correctional Center and Bland Correctional Center. After a rigorous and highly competitive review process, VFA was chosen by a committee comprised of representatives of the Virginia Secretaries of Finance and Public Safety, and the Departments of Corrections and General Services, based on the capabilities and competitive pricing of the Company’s leading software, VFA.facility™, as well as the extensive experience of VFA’s facilities consultants.

VFA’s software and assessment services will enable VADOC to prioritize projects, quantify budget recommendations and provide a compelling argument for funds to the Virginia General Assembly. With accurate and defensible facility data in hand, VADOC will be able to develop a capital improvement plan that details the conditions of the five facilities and the associated cost estimates for deferred maintenance, renovation and/or replacement.

“The Virginia Department of Corrections is just one of many agencies that appears before the General Assembly to outline and request funding needs,” said Kimberley Lipp, director of capital planning and finance, VADOC. “As a result, we need to be able to quantify our funding requirements and present detailed information about our facilities and their associated deferred maintenance, renovation and replacement costs. VFA’s software and services provide us with a credible tool to convey and prioritize our needs.”

Already a major provider of capital asset planning and management solutions to federal, educational, corporate, and healthcare organizations, VFA continues to expand its presence in the correctional facility space and fortifies its leadership in the state and local government market with this latest new business win. VFA.facility, VFA’s Web-based, enterprise-level software, has been implemented at more than 35 government agencies, allowing them to create and maintain a central repository of capital asset information across an entire property portfolio for a comprehensive approach to facilities management and capital planning.

“In today’s economic environment, government agencies are held to a higher standard when justifying funding requests for facilities,” said Jerry Kokos, president and CEO, VFA. “With VFA’s technological expertise and resources, the Virginia Department of Corrections is able to obtain objective facilities data and a strong rationale for funding requests. We look forward to helping the agency demonstrate capital budget needs and identify strategic capital reinvestment strategies that support their organizational goals.”
